Child Safety Standards

ANAIS maintains comprehensive policies and procedures to prevent, detect, and respond to child sexual abuse and exploitation (CSAE) across our platform. These standards govern every aspect of our child safety operations.

Section 1

Our Commitment

ANAIS (Action Numérique d'Alerte et Information Solidaire) is a community safety network designed to locate missing persons and reunite families. We recognise our heightened responsibility to safeguard minors who may interact with or be the subject of reports on our platform.

We maintain a zero-tolerance policy toward child sexual abuse and exploitation (CSAE) and child sexual abuse material (CSAM) on our platform.

Scope

This policy applies to all reports, tips, and content submitted through the ANAIS mobile application, all investigator and staff accounts, all public-facing records on wereunite.com, and all communications between users, investigators, and coordination teams.

Consequences

Any user, investigator, or staff member found to be involved in child sexual abuse or exploitation will be permanently removed from the platform, reported to law enforcement, and — where applicable — reported to relevant child protection authorities and industry databases.

Section 2

Prevention Measures

Age Restrictions & Access Controls

  • ANAIS is not directed at children under 13. We do not knowingly collect personal data from children under 13.
  • Users must be at least 13 years of age to create an account or submit reports through the ANAIS application.
  • Reports involving minors (under 18) are automatically flagged for enhanced review by senior investigators.
  • Investigator accounts require full identity verification (KYC) and coordination team approval before credentials are issued.
  • There is no public self-registration for investigator roles — all access is gated through verified partnership agreements.
  • Access to minor-related case data is restricted to authorised investigators with appropriate clearance levels.
  • All access to sensitive data involving minors is logged, auditable, and subject to periodic review.

Content Moderation & Screening

  • All public-facing reports are reviewed by trained investigators before publication on the platform.
  • Photos submitted with missing person reports are screened for appropriateness and CSAM indicators using both automated and manual review.
  • Automated and manual review processes detect and remove exploitative, abusive, or inappropriate content.
  • Reports involving minors are flagged for priority review by senior investigators within 24 hours.
  • Any content depicting or suggesting child exploitation is immediately removed, preserved as evidence, and reported to authorities.
  • User-submitted content is scanned against known CSAM databases where technically feasible.

Platform Safeguards

  • The Secure Reporting Portal provides confidential intake specifically for child protection, domestic violence, and GBV reports.
  • Reporter contact information is redacted from all public-facing API endpoints and search results.
  • Public case maps use location fuzzing (approximately 500 metres) to protect the safety of missing individuals, especially minors.
  • All data transmitted between the app and our servers is encrypted using TLS 1.3.
  • Case data at rest is encrypted using AES-256 encryption.
  • We maintain strict data minimisation principles — only information necessary for the investigation is collected and retained.

Section 3

Detection & Reporting

In-App Reporting Mechanisms

  • Users can flag inappropriate content or suspicious behaviour directly from any screen in the ANAIS app.
  • A dedicated Secure Reporting Portal provides confidential intake for child protection concerns.
  • The public can submit anonymous tips about any case without creating an account.
  • All flagged content involving minors is immediately escalated to senior staff for review.
  • Reporters receive confirmation and tracking references for all submitted concerns.

Automated Detection

  • Photo submissions are scanned for known CSAM indicators where technically feasible.
  • Natural language processing flags reports containing keywords associated with child exploitation.
  • Behavioural patterns indicative of grooming or exploitation are monitored and investigated.
  • Reports that fail automated screening are routed to human reviewers for manual assessment.

Human Review & Escalation

  • All reports involving minors receive mandatory human review before any action is taken.
  • Senior investigators are assigned to all child safety cases for oversight and quality assurance.
  • Escalation protocols ensure rapid response to time-sensitive child safety concerns.
  • Weekly child safety case reviews are conducted by the coordination team.

If you believe a child is in immediate danger

Contact your local emergency services (Police, Gendarmerie) immediately. Do not wait for platform response. For Cameroon: call 117 (Police) or 113 (Gendarmerie). For international emergencies, contact your national emergency number.

Section 4

Incident Response Protocol

Immediate Response Protocol

  • CSAM content is removed within 24 hours of detection — faster where the content involves imminent danger.
  • User accounts associated with CSAE are permanently banned immediately upon confirmation.
  • Evidence is preserved in secure, tamper-evident storage for law enforcement handover.
  • Incidents are reported to the National Center for Missing & Exploited Children (NCMEC) within the required timeframes.
  • Reports are filed with relevant national authorities in Cameroon and other jurisdictions as applicable.

Law Enforcement Cooperation

  • Full cooperation with law enforcement investigations is maintained at all times.
  • We respond to valid legal process (warrants, court orders, emergency disclosure requests) within 24 hours.
  • Voluntary disclosure of information to prevent imminent harm to a child is made without waiting for legal process.
  • We participate in industry-wide efforts to combat child exploitation, including INHOPE and NCMEC partnerships.
  • Incident logs and evidence chains are preserved for a minimum of 6 years for evidentiary purposes.

Victim Support

  • Reports concerning minors are handled with heightened sensitivity and trauma-informed practices.
  • We coordinate with child welfare organisations to ensure appropriate support for identified victims.
  • Information about identified victims is shared only with authorised investigators and relevant authorities.
  • Victim identity is protected throughout the investigation process and in any public communications.

ANAIS complies with all applicable child safety laws and international frameworks. We report to regional and national authorities as required by applicable law. Our compliance programme is regularly audited against the following standards:

Section 6

Staff Training Programme

All ANAIS investigators and staff receive mandatory training on child safety. Training is refreshed annually and whenever regulatory requirements change. All training records are maintained for audit purposes.
